A global page or previously page 0 is like a master page, all the components added to a page zero will be rendered in every page in an application by Apex engine. However you can restrict rendering of a component by defining conditions.
In create page wizard if you are not getting the option of global page, that means you already have a global page added into your application.
You cannot create process, branch and computations in global page. you can observe the Processing tab in page designer is blank unlike normal pages.
